To \"find\" The End, you have to play any of the Dead Man's Treasure missions. In that mission, go near any of the ghosts and keep using the radio until you get frequency 000.00 and you will hear The End talking.

To get the Neo Moss camo, play mission 62, get The End on radio and complete the mission with an A rank to receive it.
